The Journal of Public Health Evidence & Policy (JPHEP) operates under a mandate of strategic authority. We establish the evidence-base for global health survival. Every policy within this document is a mandatory requirement for engagement with the THoQN scientific ecosystem.

THE THoQN FINANCIAL ENDOWMENT MANDATE

The Journal of Public Health Evidence & Policy (JPHEP) is strictly FREE OF CHARGE for all authors globally.

Recognizing that financial barriers impede the dissemination of life-saving public health evidence, The House of Quantum Networks (THoQN) has fully endowed the operational costs of JPHEP. There are zero submission fees, zero article processing charges, and zero publication fees. Scientific quality is the sole criterion for publication.
OPERATIONAL DIRECTIVE: JPHEP maintains an uncompromising separation between its financial endowment and editorial decision-making. No external funding or commercial interest shall influence the scientific record.

The Journal of Public Health Evidence & Policy (JPHEP) operates under the principles of unrestricted open access. We utilize the Creative Commons Attribution 4.0 International License (CC BY 4.0) as the foundational legal framework for all published materials.

Authorship Autonomy & Rights Retention

Unlike conventional journals that demand intellectual property transfer, JPHEP authors retain full copyright of their work. Upon submission, authors grant the journal a non-exclusive, perpetual license to publish, index, and disseminate the work across all existing and future formats.

This model ensures authors maintain primary academic usage rights. This permits the free sharing, adaptation, and expansion of research for both non-commercial and commercial purposes, provided proper attribution is maintained.

Permissions & Third-Party Content Integrity

JPHEP is prohibited from disseminating content derived from previously published scientific work without verifiable authorization. The obligation to secure these permissions resides with the authors.

Major Extractions: Formal permission from copyright owners (authors or publishers) is mandatory for any significant extraction of text or data. Visual Assets: Permission is required for all unmodified or minimally modified tables, graphs, and artworks. This applies even if the asset was created by the same author but published elsewhere under a restrictive license. Redesign Exemption: Tables, graphs, and charts that have been completely redesigned, recalculated, and rebuilt using raw data accompanied by a clear reference to the original source do not require formal permission.
Confidentiality Protocol

All manuscript content is treated with confidentiality. Exceptions include mandatory review processes and investigations conducted under the Committee on Publication Ethics (COPE) guidelines regarding potential misconduct, plagiarism, or duplicate publications.

2. Research Ethics & Human/Animal Subjects Oversight

JPHEP mandates adherence to the COPE Guidelines of Ethical Oversight and ICMJE Recommendations for Editorial and Publishing Issues. No study will be considered without documented ethical clearance.

Human Subjects & The Helsinki Standard

All research involving human participants must explicitly state that it was conducted in accordance with the Helsinki Declaration of the World Medical Association. Authors must provide:

  • The designation of the Institutional Review Board (IRB) or Ethical Committee.
  • The formal Approval Reference Number and the specific date of issuance.
  • A detailed description of the informed consent process obtained from all participants.
Clinical Trial Registration Mandate

In accordance with ICMJE criteria, all clinical trials must be registered in a public trials registry (such as clinicaltrials.gov) before the enrollment of the first patient. Trial registration numbers must be included in the manuscript abstract.

Animal Welfare Ethics

Experiments involving animals must indicate compliance with institutional and national guidelines for the care and use of laboratory animals. Details regarding anesthesia, analgesia, and euthanasia protocols must be transparently reported.

Patient Confidentiality & Consent Policy

Identifiable patient information—including names, initials, or hospital identifiers—must not be published. For case reports involving identifiable features or images, a signed Consent Form for Publication is a mandatory prerequisite.

Capacity Limitations: For minors or patients lacking mental capacity, consent must be obtained from a legal guardian. Image Anonymization: Obscuring eyes is considered insufficient. Responsible cropping is required, though explicit consent is the preferred standard.
3. Scientific Misconduct & Sanction Architecture

JPHEP employs an aggressive detection system to safeguard the scientific record. Misconduct is defined as any deviation from the ethical standards of research and publication.

Fabrication, Falsification & Plagiarism (FFP)

Data Fabrication: The generation of fictitious data. Data Falsification: Deceptive manipulation of research materials, equipment, or processes. Plagiarism: Appropriating others' ideas, text, or results without attribution.

Similarity Threshold: JPHEP utilizes advanced plagiarism screening. Manuscripts with a Similarity Index exceeding 15 percent will be rejected without further review.
Citation Manipulation & Redundancy

Behaviors such as self-citation for the purpose of boosting metrics, citation cartels, or fragmented results publication are strictly investigated. Redundant publication—publishing identical demographics and results in multiple journals—is prohibited.

The Investigation & Sanction Protocol

Upon discovery of suspected misconduct, the assigned editor initiates an investigation following COPE flowcharts. If misconduct is verified:

  • The author home institution and funding bodies are immediately informed.
  • The article is retracted or an Expression of Concern is issued.
  • Blacklisting: All involved authors will be permanently barred from submitting to any THoQN publication.
  • The case may be reported to global indexing agencies and ethics watchdogs.
4. Authorship, Attribution & Responsibility

JPHEP enforces the ICMJE criteria for authorship. Authorship is a recognition of substantial intellectual contribution and carries significant liability.

The Four Pillars of Authorship

To be listed as an author, an individual must fulfill all of the following:

  1. Substantial contributions to the conception or design of the work; or the acquisition, analysis, or interpretation of data.
  2. Drafting the work or revising it critically for important intellectual content.
  3. Final approval of the version to be published.
  4. Agreement to be accountable for all aspects of the work in ensuring that questions related to the accuracy or integrity of any part of the work are appropriately investigated and resolved.
Consortia & Corporate Authorship

In instances where a multi-center group has conducted the work, the group should determine authorship before project commencement. All members named as authors should meet the four ICMJE criteria. Non-author contributors should be listed in the Acknowledgments section.

The Corresponding Author Mandate

The corresponding author acts as the primary administrative link. They are responsible for:

  • Ensuring all co-authors have approved the final manuscript.
  • Verifying the author sequence is agreed upon by all parties.
  • Confirming the accuracy of affiliations and contact details.
  • Managing communication with the journal during any post-publication correction process.
5. Peer Review Architecture & Integrity

JPHEP utilizes a Double-Blind Peer Review process to eliminate bias. Evidence is judged solely on scientific merit.

The Review Workflow
Stage 1: Desk Triage. Staff editors evaluate submissions for scope, technical compliance, and ethical clearance. Non-compliant papers are rejected within 7 days. Stage 2: External Blind Review. Manuscripts are anonymized and sent to independent subject matter experts. Reviewers are selected based on publication history and domain expertise. Stage 3: Editorial Synthesis. The Editor-in-Chief synthesizes reviewer feedback to reach a decision: Accept, Minor Revision, Major Revision, or Reject.
Reviewer Obligations & Ethical Conduct

Reviewers must maintain confidentiality. They are prohibited from using information obtained during the review process for personal or professional gain. Reviewers must disclose any competing interests immediately upon receiving an invitation.

Acknowledgement & Certification

To honor the intellectual labor of our reviewers, JPHEP provides Official Reviewer Certificates. The prestige of JPHEP certification serves as a benchmark for academic service.

6. Transparency, Funding & Reporting Standards

JPHEP mandates the use of globally recognized reporting guidelines to ensure research is presented with maximum clarity and reproducibility.

CONSORT: Mandatory for Randomized Clinical Trials (RCTs). STROBE: Mandatory for Observational Studies (Cohort, Case-Control). PRISMA: Mandatory for Systematic Reviews and Meta-Analyses. CARE: Mandatory for Case Reports. SQUIRE: Mandatory for Quality Improvement Projects. STARD: Mandatory for Diagnostic Accuracy Studies.
Disclosure of Funding Sources

It is mandatory for all authors to disclose the funding sources used to conduct their study. Authors must provide the full name of the funding agency, the grant identifier, and a clear description of the funder role in the study design, data collection, and analysis. If no funding was received, this must be explicitly stated.

Competing Interests Protocol

Authors must disclose all financial or non-financial competing interests that could be perceived to influence their results. Financial interests include employment, stocks, patents, and honoraria. Non-financial interests include professional or personal relationships.

7. Data Availability, Archiving & Image Integrity

Data is the foundation of public health evidence. JPHEP requires authors to share raw data for the purpose of independent verification.

Data Availability Statement (DAS)

Every manuscript must include a DAS explaining whether the data is publicly available or available upon request. Preferred repositories include Figshare or domain-specific public databases.

Image Standards & Integrity

JPHEP enforces zero-tolerance for image manipulation. Cloning, healing, and deceptive contrast manipulation are prohibited.

Minimum Resolution: 300 DPI for Color, 600 DPI for Greyscale, 1200 DPI for Line Art. Raw Data: Authors must retain unformatted microscopy and western blot files, as editors may request these during the review process.
Long-Term Digital Preservation

JPHEP archives its entire catalog through the PKP Preservation Network (PKP PN), the Pakistan Scientific and Technological Information Center (PASTIC), and Archives Technologies Pvt. Ltd. This ensures permanent accessibility of the scientific record.

The legal and financial structure of JPHEP is designed for scientific autonomy and stability.

Revenue Model & The THoQN Endowment

JPHEP is a non-profit scientific endeavor. Revenue is not generated from authors or readers. The House of Quantum Networks (THoQN) provides the endowment that covers all digital infrastructure, DOI registrations, and professional editing. This model ensures that no paywall blocks the path of evidence to policy.

Editorial Independence Statement

THoQN maintains a strictly neutral approach to editorial decisions. Acceptance or rejection of any manuscript is determined solely by the editorial board based on peer review and scientific quality. The publisher does not influence the scholarly outcome of any submission.

Advertising & Privacy

Advertising: JPHEP accepts zero commercial advertising that could compromise editorial integrity. Any future advertisement content must be approved by the publisher and must not conflict with human health or environmental safety.

Privacy: Personal data collected on the JPHEP site is used exclusively for journal operations and will never be shared with third parties for commercial use.
